Shetland Ponies, Ralph's Cupboard, Treaga Hill, Portreath, Cornwall

Shetland Ponies, Ralph's Cupboard, Treaga Hill, Portreath, Cornwall
South West Peninsula Coast Path. August 2014
My question for the group 'Ask an Expert' is this.
Are these actually Shetland ponies? It sparked a lively debate on Panoramio but was never truly resolved. The notice boards all say Shetland Ponies, but quite a few viewers said they were too big and must be another breed..

Roger (Grisly), Schussentäler, Fred Fouarge, Pam J and 47 other people have particularly liked this photo

Isn't that a marvelous image...the ponies are just so adorable!! I would have to say that they are definitely Shetlands, but what do I know? I'm a horse nut, and in the United States, Shetlands look like those ponies, though there are various types, including a blend of a show pony which doesn't look at all like the ponies here. From what I know, true island Shetlands are small and shaped just as these are. And how would anyone be able to judge how "big" this little guys are, anyway?! :D Anyway, fantastic picture and glorious setting! :)
