Very beautiful photo. I love the water background, even though that's not why you took the photo. I'd rather say the dragonfly is a swift long-winged skimmer, but I'm not sure. I always have to say maybe or might be. I have ordered a field guide to dragonflies of eastern North America to help me out in this huge subject.
