There never are.
I think it's a legacy of Franco times. These are 'Official Government Grounds' and even though open to the public, they lie right beside govt buildings. Far too risky to go strolling nonchallantly there!!

The trees are lovely and I too would appreciate the lack of people. Sad if their absence is due to memories of Franco.

A nice perspective Andy. Reading you comment to Jean reminds me that the first time I visited Spain was in 1970 and Franco was in power. A very different country now! Some of the staff in the hotel were very young and they all lived in an apartment block next door.

Strange thing is they (people, not roses) seem to want to squeeze together in the least safe places but shun safe places such as this. I fail to comprehend my fellow man (and woman) at the best of times!
