A tomb facing the ocean, as an invitation to to be entered in the legend and to remain always living with the rhythms of tides and in the memory of those who knew it, it had to be somebody very important or very liked, then let us have a thought as this famous unknown whose final resting place crossed the time.

Yes, maybe. But I think of an alternative scenario. A chief very much feared who forced the people to build this tomb for him in his lifetime. Then, when he died, the happy people tipped the body over the cliff and got on with their lives in peace!
