Actually this fence is for safety -- it keeps people from falling onto a lower driveway. It's way too high for that purpose, though.

I'm wondering myself, George. This is a safety fence -- it prevents people falling onto a lower driveway. It doesn't stop people from getting into anywhere. And it's at the bottom of a short slope.
