I have no idea what cased these, but based on experience in Europe I would guess either gall sawflies or gall mites - most likely the latter.

This species (Eucalyptus ficifolia) is a native of SW Australia, but is widely planted for its beautiful flowers. The scientific name literally means 'fig-leaved' Eucalyptus.

This was only known from fossils until a small area of them was found in a remote valley in the SE Australian Mountains. They are a relict species of the flora of Gondwanaland, but have now been planted in many arboreta - including in the UK.
