I always have some trouble with these while not feeling the wind: do they point to the direction from or to where the wind is coming?

The dragon and St George could be arranged also the other way round, and just the dragon's tongue would stick out on the other side of the pole, and show the direction where the wind comes.

Then it is also very cultural thing what is more important: To know from which direction the wind comes or where it goes. Usually it is the direction of coming, because for example north wind brings cold air on northern hemisphere, and for sailors it also more important to know where the wind comes from, to set the sails right.
