These were probably the quick brushstrokes with the glue, on which a poster was then glued. Possibly it was written with large letters: W a n t e d (͡ʘ ͜ʖ ͡ʘ)

Terrific find Keith, what went through my mind was someone was pasting the back of a poster which when turned over read "No Bill Posting".

Der Maler hat das Bild an Ort und Stelle mit grobem Pinsel gemalt und das vorgegebene Format nicht ernst genommen. Das Bild wurde verkauft und zurück blieb dieses Fragment, das nun mit Phantasie ausgefüllt werden kann.
