Victor Charles Goldbloom, O.C., O.Q. (31 juillet 1923 à Montréal - 15 février 2016) est un médecin et homme politique québécois.
Il est diplômé en médecine de l'Université McGill (1945) et il y a enseigné la pédiatrie pendant plusieurs années. Il est élu gouverneur de ce qui est aujourd'hui le Collège des médecins du Québec en 1962.
Carrière politique[modifier
À l'élection de juin 1966, il est élu député de la toute nouvelle circonscription provinciale de D'Arcy-McGee sous la bannière du Parti libéral du Québec. Réélu à l'élection d'avril 1970, après quatre ans dans l'opposition, il devient le premier membre de la communauté juive du Québec à être nommé au Conseil des ministres du Québec. En décembre 1970, il devient le premier titulaire du nouveau ministère de l'Environnement. En février 1973, il est aussi nommé ministre des Affaires municipales. Réélu pour un troisième mandat à l'élection d'octobre 1973, il conserve ces deux responsabilités. En novembre 1975, une tâche majeure s'ajoute à ces responsabilités, celle de ministre responsable de la Régie des installations olympiques. Réélu à l'Assemblée nationale du Québec pour un quatrième mandat à l'élection de novembre 1976, il sert jusqu'au 16 octobre 1979, date à laquelle il démissionne de son siège.
Après sa carrière de parlementaire, il occupa plusieurs postes importants au sein de l'administration publique québécoise. Il sera président du Bureau d'audiences publiques sur l'environnement (BAPE) du 1er septembre 1987 au 15 janvier 1990, puis commissaire aux langues officielles de 1991 à 1999. Il est, depuis le 19 septembre 2002 président du Conseil d'administration de la Régie régionale de la santé et des services sociaux de Montréal-Centre
Il est membre-fondateur du conseil d'administration de la Fondation-Jules et Paul-Émile Léger, de la Fondation Jean Lesage, du Musée des religions de Nicolet et du Conseil canadien pour le commerce autochtone.

Life and career
He was born in Montreal, the son of Alton Goldbloom and Annie Ballon. He studied at Selwyn House and Lower Canada College. He studied at McGill University receiving his BSc in 1944, his MD in 1945, his DipEd in 1950 and his DLitt in 1992. Dr. Goldbloom was assistant resident at the Babies' Hospital of the Columbia Presbyterian Medical Center, in New York.[1]
He was elected in 1966 as the MNA for the Montreal riding of D'Arcy-McGee. He was re-elected in 1970, 1973, and 1976. While Robert Bourassa was Premier of Quebec, Goldbloom was Minister of State responsible for Quality of Environment (1970–73). In 1973, he was appointed Minister of Municipal Affairs as well as Quebec's first Minister of the Environment, serving in both positions until the Liberal government's defeat in 1976.[2] Goldbloom was in charge of the Olympic Installations Board and is credited with ensuring that the 1976 Summer Olympics in Montreal started on time.
He was the first member of the Jewish community to become a cabinet minister in the Quebec government. He kept his seat in the 1976 provincial election that defeated the Liberal government and sat on the Opposition benches until he resigned his seat on October 16, 1979 after Claude Ryan became Liberal leader.
After politics, from 1980 to 1987, he was CEO of the Canadian Council of Christians and Jews. From 1991 until 1999, he was Canada's Commissioner of Official Languages.
In June, 1948, he married Sheila (born Barshay-Rothstein), of New York and Peekskill, at the Society for the Advancement of Judaism . His sons are Michael Goldbloom, Principal and Vice-Chancellor of Bishop's University and former publisher of the Toronto Star and the Montreal Gazette,[4] and Jonathan Goldbloom, founder and president of Jonathan Goldbloom & Associates. His daughter, Susan Restler, lives in Brooklyn, New York.
In 2009, he expressed grave concerns on the state of Catholic-Jewish relations after the lifting of the excommunications of the bishops of the Society of Saint Pius X.[5] Goldbloom died of a heart attack at Montreal in February 2016
