More and more in India the lettering in English is for the local tourists.....it is the biggest English speaking nation ...and this area is totally off the foreign tourist circuit. English is a unifying language in Inda where many people speak their own language eg Gujarati or Bengali, and do not necessarily speak Hindi. And travelling Indians are in huge numbers everywhere nowadays.... ;-)

Thank you for the input Diana . Most interesting as it does not match my own modest experience of India , but it is a vast country ! :-)
