Note the two postmen with mail bags over their shoulder. Mailbags were carried in the guards' vans of many passenger trains at this period and earlier. They are wearing their summer weight jackets.

I probably wouldn't have known, as the delivery postmen seemed to wear shirt sleeves, rather than the light-weight jackets, as far as I can remember, but we used to have a mail-pick-up point near us, when we lived in Somerset. The postman who used to rig the bags for collection by the mail train and collect the incoming ones from the net, used to wear a jacket like that in the summer. I think was because he and the guys above handled the heavier bags and needed some degree of protection.
