Seems odd how the low voltage arm went above the high voltage on the stepdown pole.

Wouldn't be the first time. The line running through Ruthton had the 7200 delta line above the 23.9kV (that leg of the 7200 was abandoned in place after the sub was replaced by a step-down in town).
