I'll bet someone got confused by the proximity of the 12.5kV step-down, but I HAVE seen a similar mistake on Otter Tail's 23.9kV line to Trent. I'll bet in both cases the insulators are right at their limit.

I remember seeing a pole with the 15-kV pintypes on a line that was bumped up to 23 kV in Connecticut. They seemed to do fine for over 20 years, likely even longer, running at that voltage (13.2 kV to ground).

Yep. I've seen a few 15kv pin types on rare occasions on SC&Gs 23.9kv, FPL's 22.8kv (believe it or not), and once on Consumer's Energy's 24.9kv lines although I've never ran across a utility that uses that size on as a standard practice on such voltage. I've always wondered for many years if there are actually utilities that do.
