Thanks, Isabel. These are displayed on the fence of a nursery. I thought for a long time they were chained to prevent people stealing them for their gardens, and that may well have been the reason in the beginning, but since the display never changed over the years they may have been maintaining it as a landmark, and an advertisement of the goods inside.

The fence belongs to a nursery, Christa. Don't want people to run off with the goods. I think in the end, though, it ended up as an advertising display -- it never changed.
