That is so pathetic, I bet they were drunk ... not that is any sort of explanation.
[if I was sitting in judgement over such vandals, and drunkeness was offered as a mitigation, it would inspire me to be more severe.
Personally, since I'm not a magistrate, they should have to pay - in full - for repairs
.
No wonder so many are shut to save money.
Suggesting replacement with stainless steel ...
or perhaps attended facilities are a way forward.
Especially if the attendant is permitted to defend themselves.

Most of the other public urinals here are steel troughs. We have also had lights smashed in another toilet.
Staffing small toilets has never really happened. It is generally the bigger blocks in city centres that sometimes have staff. It seems that even getting contractors to lock and unlock toilets at hours that would avoid times drunks are likely to be about, is beyond cash strapped councils now. So they are often left open at night. Seaford Council has just taken over control of its toilets from the District Council. In terms of cleanliness they have improved the situation. Then they get idiocy like this.

There's a little roadside block a few tens of miles from here [up on the Pennines].
It's looked after by the local community after the county council wanted to close it - and others - to "save money" ... they do a good job and keep a very close eye on what's happening.
