The right side segment of the mural in the adjacent picture. The upper right corner brings the oil industry into the California industries depicted. The barge in the center of the mural would be a gold dredge that is used to process massive amounts of land to extract rather small amounts of gold ore. The plaque (visible in adjacent picture), notes that this mural includes a portrayal of the wealthy coming down to see 'their' successes and what the common folk were doing -- see the people in more formal clothes near the tent below the right side of the bridge. The murals were of the Coit Towers Public Works of Art Project, a New Deal program of the 1930's. Considering that the murals were painted during the Great Depression, it is not surprising that the imagery reflects a critique of capitalism.
