Downtown Scottsbluff, Ne. It was surprising to see historic downtown shopping areas that are thriving here and in many Great Plains area cities.

I've noticed this about the Great Plains, too. Where I grew up, the small town centers were all decimated by the Wal-Mart era, and this seems true across all of the South and much of the Midwest. That changes as you move west up onto the High Plains, and I haven't figured out how they weathered it.

Scottsbluff has Target, Walmart, and a mall, and yet downtown has maintained. In California some old downtowns are completely dead, while others thrive, and it doesn't seem to be related to the existence of Walmart/malls since the businesses in the downtowns are typically small, independent, businesses. I suspect the difference is significantly related to the character of the city councils and their attitudes about planning.

I can't think of a single downtown in Kentucky that thrives, other than in the two biggest cities. Indiana and Illinois has a few that have weathered the last 20 years well, but they're few and far between, and I've never known what differentiates them. I do know that the idea of "planning" is a difficult one for Kentuckians to embrace, and the big box stores always get their way. Everybody gets cheap products and a few hundred minimum wage jobs, and that lets them think they've won.
