You mean the grainy vignette? First of all you need a bad compact camera =P

But vignetting I often use, can be done like this: serola.wordpress.com/2012/05/27/quick-and-dirty

On this particular photo I ran "auto equalize" on one duplicate layer, which also sometimes produce vignetting effect. The auto equalize actually makes the "real" lens vignetting visible. Many lenses cause darker edges and corners especially on telescopic end. Manufacturers try to get rid of it, but some vignetting always exists. Heavy editing then makes it more visible.
