Yes, I read Fatal Shore a few years ago. An enormous number of them were teenagers or younger, and people who had done petty things like stealing an apple at the market. (Well, they were half starved, why wouldn't they?) Very cruel times, but they certainly made something of themselves!

One thing about Fatal Shore was that it played on the extreme penalties given to those who fell foul of the system. For most, the usual sequence was that they were passed out as indentured labour to land-owners or businesses and, if they behaved, were made free citizens at the end of their sentence.
