Sawdust burner
These were banned in the '70s but this one was left standing after the mill burned down in 1966 for the second time. This big lumber mill in Dorris, California, was just as much a part of Oregon's logging industry as California's.
Usually called wigwam burners because of the shape. There is also an older, cylindrical type. Photo from 2015, same one in Dorris:
