Edit 1st May: Thanks for all of you who suggested alternative identification for this plant. After some more research I'm even more confused as there are so many confusingly similar plants........so I'll leave the ID as it is for now!

Angelica litoralis would fit the location, it also has yellow flowers but it grows up to 3m high and like angelica archangelica the flowerheads are round in shape and don't grow as close together as the ones in your photo.
