Indio Riverside County Fair magic lamp? (#1462)

Also at the south entrance to the fair grounds, this lamp (?) that I’m guessing to be from some representation of “Alladin and the Magic Lamp”

The friend that I was with guessed that this, and the male figure in the adjacent picture, were once at ground level but once there became a need for a security fence, there was a decision to place them on top.
