No idea exactly, could be from Estland, maybe Finland, it is bought on one of the numerous bazaars during Christmas time and it is used as a decoration in the Christmas tree.
I had also the "Kekri goat", but after taking the picture above, I did not even try the goat, because the Kekri feeling was there.
