This was made in Photoshop Elements software.The radial grid pattern was made from a square grid, using a filter called 'Polar coordinates'. The rest of the shapes were made from several different 'background' patterns, placed on top of each other. At the end I thought that it looked like a radar screen and added the bright line and little star to add to that impression. I hope that the translator can give you a good translation of this explanation.
