I use Photoshop Elements 10. The two distinctive elements of this photo are the background and the frame of the oval 'logo'. The background is made by choosing a colour, slightly lighter than you want, then adding 'noise' - all over speckles - then using 'Gaussian blur' to smudge them slightly. The oval frame is made by 'selecting' the oval shape around the logo - so you have the 'marching ants' around the shape. Opening another layer above that and then putting a 15pixel 'stroke' around it. In PSE there are glass button effects - having selected the oval shape - a suitably coloured glass button effect is applied. Then after any adjustments to improve the look, the whole lot is 'flattened'. I hope this makes sense - it may well not if you don't have software that works like PSE.
