Looks like an one-customer single phase sub? I remember seeing a similar setup on a 69 kV in Idaho once.

You got it - a 'sub' for one customer; I'm surprised they didn't run a long-haul line south from Lake Norden for this customer.

It's also interesting to see that the single customer has its own voltage regulator!

I guess this interesting setup is cheaper then running two additional conductors for a mile or so.

That and the area is quite remote as far as transmission-level sources go, to the point where the west end of the system in the area has a diesel plant that runs on a semi-regular basis during the year to help out during peaks and system contingencies.
