Orbs
These spots, called "Orbs," pot up every now and then, mostly it seems when using cheaper digital point and shoot cameras. Some people say they have a supernatural origin, but I think they're just dust somewhere in the focal range.

Aha, those damn orbs! =D I had to see what is said for example in Wikipedia article: en.wikipedia.org/wiki/Orb_(optics)
So, definitely ones captures plenty of them when shooting with flash in a foggy night. Properly lit they may actually look very cool.

Dust on the sensor has been my experience.

I thought that, too, Norm, but I think it's dust particles floating somewhere in front of the sensor. Because if they were spots actually on the sensor, the placement could be repeated in other shots. I've always found these things to be totally random. That's what makes me think they're dust particles floating just between the back of the lens and in front of the sensor, or close to the front of the lens.
