Unmarked from US 395 is an excellent BLM viewpoint with a short nature trail, views of Mono Lake and the mountains, and this plaque to the town of West Portal which existed for only a few years while LADWP built the system to take water from Mono Lake.

I thought that decision was quite some time back. I remember that the first time I visited Mono Lake, which was some time in the 80's, there was already reduced taking from the stream that fed the lake.

I think the decision that the level of Mono Lake had to be restored to some previous level dates from the late 90s, and it was based on the Endangered Species Act (and had wended its way thru the courts for some time!) A colleague of mine was very involved with the Mono Lake committee, but I may well be misremembering some details.

There's been so many iterations of the decisions regarding LADWP and flow from the Eastern Sierras that it's hard to place clear dates on many of them.
