The West Coast, at least based on your pictures, seems to be much more interested in providing non-automotive access to bridges than a lot of places I've been. Most river bridges in my part of the country (outside Chicago) are nearly impossible to cross without a car. On most, it's illegal.

I know that California has been fairly intent on providing at least bicycle access across bridges and even in other places in all the years I've been here. There are various sections in the state where there is no way to use a bike other than on an interstate (e.g., on military bases) and so they designate parts of the shoulder as bike lane. Often the riding section would be miserable, but at least its there.
