Jalama Beach (1234)
Many of the rocks around Jalama Beach had tar spots on them. There are oil wells off shore, but there is also natural seepage in the area as well. A park ranger said that the tar was from natural seepage.

I just found a Google street view of one of the places I mentioned where you can see the tar just running down a hillside. Try the street view at 13651 California 150 (that's how Google lists it, I double-checked and it worked) and take a look at the cliff. It's a narrow road with no place to get out and take a picture, so the Google street view may be the only hope.
