Hello Peter, no, this is not a construction type Garratt en.wikipedia.org/wiki/Garratt, also no type of construction Mallet en.wikipedia.org/wiki/Mallet_locomotive. The traditional locomotive at the Harz railway is a mallet. This is what you think.

Here in the picture on the wagon is a Saxon IV K en.wikipedia.org/wiki/Saxon_IV_K. The Saxon IV K is a Meyer machine type en.wikipedia.org/wiki/Meyer_locomotive. The IV K machines were built in Chemnitz near Hartmann and were used on the Saxon narrow gauge network.
