Do they really do this and how do they get permission to block people’s views? I can see what this lady thinks of it.

Such panels don't block the view: they only "hide" clothes hanging to dry and protect them from some rain; as this is facing north, they wouldn't get much sun. I think these panels make part of the building and their paintings involve a previous agreement between municipality and the owners.
