Notation: Of particular interest is the streetcar seemingly stranded on the bottom right of the image and the very long elevated wooden sidewalk that cuts diagonally across the picture and parallels the submersed streetcar tracks.

I wonder if the sidewalk was built as an emergency measure for streetcar riders who would have had to get off at one side of the flooded area and walk across to the other side to resume their streetcar trip.
