We'll never know, but I interpret it as "grumpy" not tragic. To me, she just looks fed up with posing, or her bow, or life in general, but in a generally kid-like, pouty way.

If I was her Mom at this photo sitting, I'd be so frustrated. I remember how hard it was to get the kid all dressed up, make sure they were fed and had napped so they could be in a cooperative mood for me to shell out money to have them photographed.

Tell me about it!
I feel kind of guilty now about how super annoyed I used to get with my boys - trying to get a good photo of four boys together - without one of them pulling a face or antagonizing the brother next to him - was ridiculously hard!! And being being mad didn't help the general feeling I was trying to capture. LOL
