Yes, there is a ramp and door on the left side of the building. All government and other buildings used by the public must have handicapped access.

All of the best buildings in this town were built from the late 20s to late 30s. Most have some art deco flavor, but this one was a little too early for that. It's a Federal Revival* design, popular when this was built, especially for gov't buildings.

*The original Federal architecture was built in the late 18th-early 19th C. in the eastern US. According to Wikipedia, it's of the same era as Regency architecture in Britain and Biedermeier in Germany.
