That is a really odd looking spider............I've no idea of the ID either........but it looks as if it's eggs have just hatched out with lots of spiderlings on the flower and web.

Edit. I've been looking on line and I think this may be a Lynx Spider with it's egg sac. I've found a photo on Flickr which is very similar to this one
