As someone who has been delivering hundreds of electioneering pamphlets this looks like the highest letterbox I've seen. It is a dangerous occupation with flaps determined to snatch your fingers or dogs happy to bite anything, letterboxes almost at ground level test ones back, draught proofing proves to be another obstacle.
Anyway to answer your question it looks too much to be electioneering pamphlets so junk mail is my suggestion.

Very near, Rosa. Coming up the hill from Tanners along the raised part of Town Walls, then there is a curved row of very elegant Georgian properties.
