However, I do wonder about the point of putting a bench when all you can see is a concrete wall.

Very interesting information. In the NY area, there is more and more evidence of the rising sea level (higher tides, erosion of areas now reached by storm surges, etc.).

The bay has a tidal range of 15 metres (49 ft) reputedly
the second highest in the world, so with a strong wind water levels can already exceed those heights
