Updated 6/14/2015: Per Clint (see comments below), this is called the House Under the Globe, and it was designed for the Krakow Chamber of Commerce by an architect named Franciszek Mączyński in 1904.

Thanks, I've updated. It was interesting to see the similarity between government or public buildings, and church buildings, that were built around that time.

Maybe one reason for the globe was to distinguish it from a cathedral! I've always liked the extremely pointy spires of Polish churches.
