I had heard they closed this to car traffic at least part time. It looks a lot less traveled than it was when I drove it in 2007, at least in this picture.

I vaguely recollect that it had been closed once and that there had been some efforts to regulate traffic on it, but I don't remember those details. Due to trying to avoid the associated traffic, I've only been by it a few times and its been much busier than this. When I was there was definitely not tourist season, everything was relatively quiet.
