That's a good cartoon eagle keeping an eye on people. The descending colours make an interesting fence, but give a sense of the place being run-down and neglected.

"Someone" is a good draftsman. But then, a lot of graffiti is well drawn. I'm reminded of someone lamenting the reams of poetry spilled for naught on Irish barroom floors.
