This image started with a single circular loop that was distorted and copied repeatedly. Some blank spaces were selected and placed on another layer where they were given the Photoshop Elements 'glass button' treatment.

I understand what you are saying, but Celtic designs are usually more regular patterns. This is a much more freeflowing random pattern. Maybe it is a modern Celtic design. I do have Welsh family links.
