It is not a very unusual formation. Another station I can think of is Rye www.ipernity.com/doc/philsutters/29380403
Even in London, Sydenham station has staggered platforms.
I don't know why they choose that layout. It could be the land that was available. I can't think of an operational reason for it.

I can't think of any in Australia. I have heard it discussed for a few places in Melbourne as a means of avoiding stopped trains blocking level crossings on busy roads.

I can see the logic of that. If the train stops before the crossing the chances are the signalling system would want the traffic held while passengers get off and on. If the train goes through and unloads beyond the crossing, the traffic can be allowed through as soon as the crossing is cleared by the train.
