I have used the A3 through Borough a few times but I don't recall seeing this expensive piece of real estate before.
I'm wondering if the top floor is an addition to the original build.
Apparently the ground floor has changed since you took this intriguing shot and it is an eatery called Munchies.

Marshalsea Road runs off the A3, left at Borough tube station. Had you turned down there, your view would have been down the right-hand side of the block and this end elevation might not have been so prominent. I have just looked at the street-view map and the ground floor looks as it is here. On the opposite corner, shown in my other photo, the eaterie is now Gossip.
Although I am not sure of the history of this block, it seems to be part of the Douglas Estate. Along with other similar estates, like those of the Peabody and Lewis Trusts, they were built to replace the dockland slums and were intended for workers in the local docks, tanneries and other factories. As I see that a one bedroom flat in the estate is valued at £400,000+ I guess that they are now in the open market and the low-paid workers are having to live on the outskirts and commute in!
Looking around the area, on the street-view map, and at my adjoining shot, I would guess that the top floor was probably included in the original design.
