Judging by the board to the right of the entrance, this is now a language school. The blue plaque in the centre records its earlier role as the home of the Oxford Playhouse.

The theatre was established here in 1923 ( en.wikipedia.org/wiki/Oxford_Playhouse ) and I suppose that's when the building dates from - the Buildings of England (1974), p.322 simply says "a cheerful early C20 composition with Arts and Crafts detailing" and it doesn't seem to be listed - though I find it quite appealing.
