The art deco era font used for the signage, and the trim around the main doors (but not the doors themselves), suggest what might have once been an interesting and well-integrated design. The fact that this was once a Carnegie-designed library helps explain the older-style windows to the right of the entrance. Per the webpage, many windows were filled in at the time of various redesigns, thus explaining the filled in windows to the left of the door. See: www.carnegie-libraries.org/california/elcentro.html

It's quite a mish-mash. Looking around the city, there didn't seem to be much interest in maintaining historic architecture.
