"Urban living at Osthafen [east harbor]"..... If I'm interpreting correctly the website (named on the sign), a 2 room apartment of 58,6 square meters (631 sq ft) starts at 249K Euros ($280K). Considering the location and design, far less expensive than would be the case in a comparable U.S. urban area.

Even in Chicago, the least expensive place like that in new new construction would be at least three times that price. I'd be curious about what keeps the prices here at that level.

There's been an increasingly vocal debate here over the last year about housing. More and more people are suggesting we're making a bid to match San Francisco.

There is a site call numbeo that compares living expenses between major cities, but it requires a membership. I did find the link below that suggests rents in Berlin for an unfurnished 2 bedroom being 600-900 Euro ($660-$990 on 11/1/15), which is quite inexpensive compared to any west coast city, with SF running about 4 to 5 times as much.
