The green in the rock (or, I would guess, on the rock) really comes out in this picture.

Copper is common in that part of the state, maybe the green is from exposure of copper elements.

It's possible. My guess (and it's only a guess) is that it comes more from some sort of organism on the rock, something like a lichen or a moss or something. If it were minerals in the rock itself, the debris piled at the base of the cliffs would have the same greenish tint, and I'm not seeing that in this picture, at least. It may have been visible in person.

Makes sense, I didn't notice the green tint anywhere in the debris.
