Strange to see she's all dressed up in olden clothes yet no-one is looking at her. I also note that the people on the right are also dressed in Steampunk clothes. Was it a celebration of some sort? I must say that this lady looks very nice indeed.

This was at a Steampunk Convention in Luxembourg, it takes place every year on the last weekend of september in a former industrial location

The slight desaturation fits perfectly with the theme!
