I haven't been able to find any background on this. An orphanage is a good guess.

I dug around a bit. It looks like this was indeed an orphanage. It was built on land given to the St. Benedict Church by the federal government in 1896. Surprisingly (and disturbingly), it was initially intended for up to 30 orphaned boys from England who would reside and be trained there for a period of five years. Apparently, it was one of two Canadian orphanages initiated by the Southwark Diocesan Education Council & Rescue Society (Founded in London in 1887). After graduating from "training" children would be situated with a Canadian farming family. (Likely more as servants than as children of the family.)
